It might be red Glyptal which was a varnish like coating used back in the day to seal some tube fittings and waterproof electrical connections. It appears to be still around today recommended for use in smoothing and sealing castings.eastwood.com/glyptal-red-brush-on-1-qt.html

Agreeing with HH, Glyptol was (and still is) used by many engine rebuilders to coat the interior surfaces of the engine block to facilitate the return flow of oil back into the oil pan.

It also makes motors run at a higher temperature.
As well it flakes off and goes through the oil system. Once I handled a Packard 12 with that crap inside it. The silencers weren't the best and they blamed Dale Adams. I cut the oil filter apart and found flakes all through it.

I'm inclined to believe that flaking that Tim notes was the result of inadequate surface preparation or faulty application.

We've parted out Facel Vega 4 cyl motors with considerable mileage that had the red coating intact. I agree that improper preparation was probably the cause of flaking
