At some point in the 1920s, the original owner may have decided to tweek the car to make it look better (in his opinion)
It would have to have been some point in the 1930s.

A unique feature of the Model G was the very extended wheel hubs, a very easy ID point when viewing photos of early Packards. I'll bet a lot of shins got banged on them. Also looking at original factory photos I believe the hexagonal hub caps were originally nickel plated, not painted black.

Located at a Buy Here/Pay Here in Elizabeth, PA, this 1955 Patrician is listed at $5500. Being Pittsburgh, I'd look carefully for rust but the asking price seems a decent starting point to negotiate on a running and driving '55.

1955 Packard 400 -$4500 (Longview,TX) with parts car.
Seems like a good price on a running car with A/C. Probably mostly rust-free, too. Attach file: (41.14 KB)
