This is on a Packard 526, circa 1928. But this hood ornament doesn't seem right. Anybody seen it before?

O I know what that is.

It's what came to be known as the "Crestfallen Cormorant" which was proposed for the Clipper concept car which didn't go into production until 1940. After 12 years, hood ornament designed changed significantly and it was (obviously) moth-balled.

What the hell is that?

Definitely an aftermarket, cheap dress-up item auto supply and outfits like Western Auto and J. C. Whitney sold then. Folks liked to personalize their cars back then even if it was just some thing like this.
