I've had every part of my '40 160 conv . sedan apart, so I'd say these are peculiar to a closed car interior. Certainly those tacks are for upholstery, which could be exterior depending on the model.

Pretty clear they screw in, so check for threaded holes with the same spacing width as those in the bars.
If I had to guess: since they're non-decorative, slotted truss head screws, it's for the side panels or headliner, but only a guess. Maybe backing plates for something like chrome trim, dash, etc. but would have to be accessible for screws from behind. '40 is before my time and they did things different pre-war. Tacks were used to hold sheet metal on to wood frames, not just upholstery.

Tacks also for hood lacing. Taking a guess the screws and brackets perhaps somewhere under dash?

Taking another stab. Since I don’t have a metal top and interior, I would look there. The tacks look like the ones that retain welting around interior edges. There might be wood or tacking strips associated with the edges. The surface looks meant to keep a grip on fabric. I don’t have headliner. Perhaps the metal strips retain that. Or ashtrays. Or interior trim strips on the doors. But I’ve had every nut and bolt off my convertible and do not recognize these parts, I think they must be specific to a 160 non-convertible model.
