Depends on the engine. On the 356, it does have hydraulic lifters and there is no adjustment after the lifters are installed. There is a special plug gauge that temporarily replaces the lifter in the tappets to give a solid reference point to measure stem clearance. The valve stem is ground down after a heavy regrind valve job or when installing new valves to get the needed clearance before the hydraulic lifters are installed.

On the other engines the lifters are solid and here are the specs. There is a 40 service manual on site but it is not too detailed on the engine. You can download the 41-49 engine section of the later manual and look thru the procedure there. The engines are the same as the 40 and the adjustment procedure is on page 29. As I recall, some suggest a tiny bit more clearance than specified on the exhaust valves.packardinfo.com/xoops/html/downloads/41_48EngineManual.pdf

The 282 adjustment is covered in that 41-49 engine manual as the engine was used thru 47.
