They are stamped on a patent plate which is mounted on the passenger-side of the cowl, more or less above the clutch and brake pedals. Use of thief-proof numbers began in 1929, so you wouldn't find one on a 443. Check that 443 number again, it should be between 225013 and 232815.

O-D, I will absolutely double check that 443 number. That car had undergone professional restoration and the plate was the easiest to see of all of them.

Thanks for the data, though incomplete it may be useful anyway. 1938 Packard was the only year to substitute a decal for the metal VN plate, and most have turned to dust years ago, so it's not uncommon to have a 38 with no known vehicle number unless it's recorded in documentation.

There are a lot of questions there. First, not all VN tags are stainless, some are aluminum and silkscreened, some are brass and etched, some are brass and silkscreened. And only the later years were welded to the car, from at least 1950 back to the 20s they were affixed with screws.
The "official" vehicle number is the one on the patent or VN plate. The thief-proof was assigned at a point long before the car had a VN associated with it, and as Packard said was "a number only to be used when the other numbers are defaced or altered". The Briggs number only applies for the years that Briggs built the bodies, 1941 thru 1954. It reflects the particular body type and Briggs' production number, but that doesn't necessarily mean that's the order in which Packard chose to assemble the finished cars, thus the bit of difference between Briggs and Packard's VN. This is a bit abbreviated but hopefully you've got a better grasp now. If not, let me know.

Here is a set of numbers from a 33 1001. The vin tag is missing, but the theft proof is <175641> and the chassis number is 372945. Hope this adds to your information.
