Dave, Crin, Tim, et al, I am familiar with 'bale' in sailing nomenclature and looking at that cap, I would definitely call that a 'bale' wire.
Bale: A fitting on the end of a spar, such as the boom, to which a line may be led. Chris.

If you look in the dictionary, the definition of "bail" is the only correct way to spell what Packard uses on its hood ornament.
So, Packard had it right from the beginning in calling it a bail.

Not so sure, West. This is a marine bale that goes on a boom and when installed it looks a lot like the wire on the Packard cap?? Chris

I'm going by Webster dictionary definition, which describes what you posted as a "bail." Webster's does not define "bale" as anything like that.

This image should explain it all, this is a traditional bail wire cap. If you're old enough you might be able to remember your mother canning veggies in the Fall in containers with a similar type of lid.
