I have one of those spanners and maybe the screwdriver. Wondered where they came from and seeing them here, they were likely with one of my prewar Packards!

The fold over is for the jack.
The long one does fit the lug bolts so I think that it was for extra bracing as you tried to loosen the over tightened lug, :)

The kit appears to contain a regular tire and lug removal tool and since the length of the shaft on the top crank like item looks long enough to reach the engine thru the grill, I was wondering if it could have been an emergency crank or if not that, maybe something used to turn the engine when doing timing and needing to position the marks inside the flywheel hole.

The 37 115c does not have an access for hand crank.
So this could be from the previous owners dad who restored earily Packards and I think he owned a 32.

Nice tool set. The only
tool missing is the ballpein hammer that
would have come with the basic tool set.The jack does appear to be an earlier Packard jack.
