With the front drum removed, the inner wheel bearing is held only by the seal, and some movement would be normal. You have a puzzling problem, it seems. Normally, any rubbing issue with the brake parts would quickly leave some evidence on the interfering parts. Could a brake drum be contacting the backing plate when the car is on the ground? Look for evidence of rubbing where the backing plate outer edges interface with the drum rim.

I have mentioned this in the past from my 1940. You mentioned a front bumper bracket was bent? Indicating some front end damage? On my 40 had a front end squealing, scrapping sound could not figure out. Noticed the right front fender at some point had been repaired. Took apart the front wheel assembly. Cleaned the spindle and examined with a magnifying glass and saw a tiny hairline crack running along the bottom of the spindle base. Took all apart and put the spindle between centers and spun it a bit and the spindle was slightly bent. The brake drum would rub against the backing plate. Think if this came apart on the freeway?

1940 Super eight running board chrome mouning clips. Working with Jeff at Restoration Specialties & Supply Inc. we were able to identify some clips that fit the outer running board chrome and the top running board chrome strips.
The clip that came closest to original outer running board clips which are the same for the 120 Packards as well are the 88148-CLP wire clips at $1.32 each (you need 22 on a side for my 138" WB touring sedan and 20 for my 120 Club Coupe). The running board top chrome strip clips that worked best are the 1212-CLP wire clips. I need a total of 110 of them for both running boards on my 160 138 WB Touring Sedan!

I can't speak specifically for your car but one of my 1940 110s had running board trim from a late '40s or early '50s Hudson which appeared to be the same width as the original Packard trim. I didn't try the clips on an original but if they are something that comes up in your search, you might look into the details. Since the Hudson of the era didn't have running boards, a search under Hudson lower side trim clips might find them.
