Have you tried the « usual suspects » like Chirco, Merritt, Kanter?

You should have no trouble finding the lenses and I believe they are the same from 1951 through 1953 on all junior passenger car models. Try Mike at Tucson Packards, Gerry at Packards Southwest or Joel Ray (packards1 on eBay) to name a few. I didn't look up the lenses specifically but the light assemblies fit all 2401; 2501-31; 2601-11 according to the Packard Parts book which is available for free as a PDF or in digital format on this site. Your 1951 200 is a chassis 2401.
