'39 Packard Six - Is there a damage-free wheel cover removal technique?

3 piece wheel cover; outer beauty ring, and what appears to be two covers that fit on top of one another. The metal does not strike me as being able to withstand being pried-on with flat blade or tire iron-type tools. Is there a gentler method to remove the inner/top component without denting or scratching the surface?

I've never seen those on a Packard six. First, gently remove the hubcap by working a small screwdriver or putty knife around the edge.
A cloth placed at the fulcrum would be wise. Once the hubcap is removed, you can easily remove the thin 'donut' without damage.

Not usual, but they were an offered accessory. I’ve seen inner trim rings on cars priced below a Packard six.
