Took some time to clean off all the undercoating from the tank. It was about 1/4" thick on most of the lower half. I used an aggressive wire wheel for most of it. It is very messy work. I found that a heat gun also works to soften it up and then it can be scraped off. I did that for the areas the wire wheel couldn't reach.

Were the tanks originally painted black, or were they gray/silver, or bare stainless steel? The top off my tank was painted black. No idea if it was originally that way.

I found out that there is a powder coating place 5 minutes from me, run out of a guy's big shop in his backyard. Took the tank to him, $120 and an hour later I had a perfectly clean tank.

Now I need to clean out the inside of the pickup tube, fix a couple dents, borrow a welder, then put it back together. Seal the inside then paint the outside.

I would assume they were painted black along with the chassis.

The fuel tank on my 53 Cavalier is black, looks all original to me.
