This is a pair of new/unused running board covers from Metro Moulding Rubber. Their part number is RB-7551.
Here is the link to the part: metrommp.com/running_board_covers_large_type_rb_7551/ The description says they fit 1935-1937 120. (Not 138) These are a better design than the Steele Rubber ones as the under side is profiled to match the raised ribs in the running board metal. The Steele ones are not, so you pretty much have to bondo the running boards flat to use the Steele ones. These ones you do not. They are complete with the two mats and the two pieces that go up against the rear fenders. Metro sells these for $1040, plus shipping. I am asking $750, plus shipping.

I know on some of the later cars were they are not reproduced, people have Rhino-line them.

1941 running board covers look quite different. But 1941 110-120-1903 are the same rubber but with differing stainless
