I don't know if cloth was used but suspect if the windlace looks like a vinyl material it is what Packard called "leatherette" which is probably in actual fact a vinyl concoction. It is a fairly thin embossed material that looks like leather grain and is something that Packard was very fond of. It was used in seat frame bases and on bottom portion of door panels along with some kick panels in place of real leather so maybe it was in windlace too.

Typically, vinyl or leather wrapped windlace was used on open cars.

Some closed cars too. Even though a Custom with high end upholstery, my 47 sedan has it on the lower door panels and in a couple of other places.

Thank you all for the helpful comments! In this case, I think SMS was making an assumption but without being near the car and with them making the interior sooner than later, a little confirmation goes a long way! I told them after the fact not make such assumptions and to ask first. I had sent them a small piece of the original which they apparently lost and I also sent them a swatch from the old headliner which they also apparently lost.

On the seat skins that they’ve already made, they used black when my originals looked grey and I don’t recall noticing in the hidden areas that they had faded to grey anywhere. In nearly all the photos I have they are quite grey but in a few of just the skins before sending them in they look black so not sure what to think around that.
