There's 2 lines going to that switch. One is missing on yours. Also they have to go a certain way where if you look at the switch, the barb that is exposed to air goes to the barb on the front of the motor. The barb that is always under the sliding switch goes to the barb on the top of the motor.
I think you need to switch where that line is connected then add the other. It's shown in the service manuals. I took Picture under the motor and I wonder what hose goes there becouse my books doesnt say enything about its and pictures dont have it

That port pointing straight down is not used. It is a vent and may be connected on another brand car where the same motor is used but is not connected to anything on a Packard.
