The less you change on a 1930 Packard, the better. I would want to use the right parts, if at all possible.

If it is in halfway decent condition it will make it very difficult to offload if you don't keep it authentic. Also why you would want to hot-rod a 90 HP engine is beyond me.
I don't think it will be too bad to find the missing parts if you talk to the right vendors. Or substitute something reasonable with some guidance from the experts here.

Any number of old Farmall or Allis Chalmers tractors will yield a usable updraft carburetor if yours is missing. I understanding not wanting to drop the wad of cash necessary for an authentic pot. Then you can feed it with a low pressure electric pump to get you on your way.
