I would be concerned about being able to smell the PB Blaster. I'm going to do a little research and see what I can figure out and report back.

I haven’t made any of these in decades but when I did, I simply bought some thin rubber at a hardware store and to this day they are still in good working order in my 1954 Patrician but my 1951 Henney-Packard’s are nonexistent and so are my 1956 Clipper Custom’s.

That said and since you apparently have a nice pattern, why not share it with Olson's Gaskets so that they can make them part of their inventory of templates? Even a full-size scan with the length and width pencilled in for reference would do the trick. I'm in conversation with Olsen gaskets and I think our club may still have some of the gaskets like I put in my car, which I could send them for a pattern. They said they stock a 1/8" closed cell foam that they could use to make these. I suggested that either they could make and supply gaskets directly to owners, and/or supply one of the distributors, such as Max Mettit, so they could a larger production run.

I must admit I’ve assumed the shape is elliptical, but once the dimensions are determined I will supply a table of X,Y coordinates for the profile of one quadrant based on aa ¼ inch grid . . . in that way a knife guide template could be made locally.

It's slightly off from elliptical, though I doubt a perfect ellipse would cause much issue. The taupe background is cropped to a perfect ellipse here.

I don’t believe these were made of closed cell foam and certainly not 1/8” thick so it might be necessary to send them some 1/16” thick neoprene. I’ve had them make gaskets in the past where I supplied the material, one of the more interesting one being made of leather, some of which I left with them in case more are needed. If you do have them make them, please be sure to provide the model and year fitment (and maybe even the Packard part number) for their reference which makes ordering again easier.

1/16 Neoprene works well and I think would be a better choice than closed cell foam. That or at least what I used for another purpose and advertised as closed cell is a bit stiff. Whatever the material it needs to be relatively flexible so it can bend and conform to the sides of the tube as the flapper moves. Allowing for that, Neoprene is flexible enough the air flow can push the edges against the tube for a tight seal but still stiff enough the air can not push the seal down past the tube sides and leak out the resulting gaps.

Olsen's is going to send a few samples of materials that they have in stock. I had also wondered if a silicon, or silicon/rubber, product would work well?
