Ask your local paint shop to whip up something fitting to match p.10 of this:packardinfo.com/xoops/html/downloads/1930_740_Sales_Brochure.pdf
Nobody is going to have an official paint code matching something from 95 years ago, but maybe someone will turn up with a code to match a car that had original paint. Likewise, you can check behind the door cards and such for original paint, and match off that.

I entered your year/make at:autocolorlibrary.com/pages/1930-Packard.html I have bought my 1937 Packard Indian Maroon from them over a year ago...excellent service, color, quality & delivery. They are spendy, but so is all paint these days (EPA: Expensive Packard Aerosols)... Don't skimp on good paint...I am a paint/body guy for 50 years...you will never regret a good job... TCP has original color chips and spectrally matches...they match to a customers part (if you ship it to them) if you desire. Your Packard Blue was very prevalent so they probably already have mixed their modern color formula, but they have and show you the color sample sheets on their webpage. Going "to your local shop" used to be the way to do it, but the skills, etc are wanting these days and you risk not getting a proper solution. Just my 2.714 cents.
