Where do you guys find this information? lol. If you don't mind, what is the formula for 1940's and 1930's as well.

Among several other places this info is given in The Packard Club membership directory. The numbering scheme is often referred to as BTPPN, or "body type plus production number". There are some exceptions, for example the scheme began during but not at the start of the 9th series and chassis-only sales didn't always follow the rules. There are other anomalies and curiosities but in a nutshell:

Detroit-built:

1932 (9th series) began with 1
1933/34 (10th, 11th series) began with 11
1935-37 Juniors began with 1001
1935-37 Seniors began with 201
1938-54 began with 2001
1955-56 began with 1001

Canadian-built:

1931-34 began with 1001
1935-39 began with 101

Would that be the 230th car produced that year or the 230th 400?

The 230th of that specific body type (the 400).

"I figured I would start trying to capture the numbers on the cars I have and maybe my fathers as well. Also, trying to figure out what info the numbers may yield. Some of the cars have data plates, some have blank spots and are blank so I thought I would list them here, maybe one or two at a time and start trying to sort them out."
That makes 6 listed, any more to come?
