Yes, the stone shields are only for cars WITHOUT running boards. It was discussed a few days ago in this thread:

Rubber stone shields for closed cars and chrome-plated steel shields for open cars.

Sorry, terminology glitch... Packard refers to it as "Deflector, Running board rear fender pebble". It's a rubber flap attached to the bottom rear of the running board. P/N 362338.
