The operation is simple: the solenoid (an electromagnet) pulls the iron plunger inward when you turn the key. When all the way in, the plunger hits a rod that pushes a plate connecting a pair of contacts; this energizes the starter motor. Any one of these moving mechanisms could be clogged or rusty.

I recently got an Auto Lite starter going again that looks like it belongs in a scrap pile. Like, pitted with rust. But it was nearly new internally so I just had to free up all the external parts.

When the issue first started, we heard the starter "running" while the engine was running. After we shut the engine down, we still heard the starter. It will only stop once we disconnect the battery

I had something similar happen years ago (in the ‘60s) on my 1939. It was the generator that was spinning which stopped once the belt was properly tightened. Could it actually be the generator that you’re hearing?

Either the overrunning clutch is haggling up

Or the spring for shift lever popped out.

Or the solenoid is stuck..

Solenoid if in question.. napa has them.
