What I always do is to "fit" the spacer so that it is in correct location and mark the bottom. I use a jumper wire and give the governor a ground. Then you put a jumper wire to the boas of the solenoid. USE RUBBER GLOVES so you don't get shocked. This will push the plunger out and then with the spacer in the right location you can install the solenoid. Needless to say you have to have the wires onteh solonoid to do this.

Here's another photo of parts, Mark, and of package listing dimensions.

Generally I try to clean up what's there and put it back. The washer appears to be a plunger stop. There's a special washer Part 4.2232 #338501 in the Packard parts book that is for 1939 only. My book only goes to 1941.

Maybe someone could help an electrical moron. The transmission is on my bench. How would I, or could I, energize the solenoid using a battery?
Mr. 39Six is right, getting the plunger engaged is tricky.
Thanks.
Mark

Use fairly heavy wire. One battery connection to the solenoid case. For the R9 solenoid the other battery connection has to connect to both terminal 3 AND 4 simultaneously to pull in the plunger and keep it in. On the R11 solenoid, battery connects to case and to terminal 4.
