I am reassembling the steering wheel Colum (upper part) for a Caribbean 1955. Even I looked at the diagram in the Parts Service Manual and the diagram in the Parts and Accessories List Book i am having a hard time getting it together and it does not show me where and how the springs and steering wheel go together.
Is there a better diagram somewhere available that shows how it gets together in the proper way?

You may want to check the diagram in the 51-54 service manual. Sometimes those ones show a bit more detail.

The '55 and '56 steering columns are of a completely different design than the pre-'55s. They are similar to what was used on other makes in those years, not an exclusive Packard design like was used before. You might find what you are looking for in GM/FoMoCo manuals. However, like Kev suggests, looking at the manuals for other years may give some clues to how your column goes together.
