Installed relined rear brake shoes, axle seals.Followed sequence on reinstalling shims seals as described in the service manual, with the adjusting screw all the way in, applied about 20 foot pounds to the axle nut. The wheel locked up tight.(OH! OH! PROBLEM)
Removed drum. Found that the metal edge of the shoe had made contact with the drum rivets.(photo)
The shiny spots are the contact points. It looks as like the axles are a little further in towards the carrier.
I am now totally lost and am not sure what needs to be done to correct this condition.

Did you have your brake shoes relined, or did you buy a set of relined shoes? If you bought a set of relined shoes, then I would think they are incorrect and too wide. I don't have the shoe width handy, but someone will come around with that spec. If you had your shoes relined, then something else is going on.

Rear shoes should be 2" wide. It is physically impossible for the axle to move closer to the center because of the thrust block in the diff--unless it got shattered during pulling the drums. But then you would have never gotten the axle end play even withing a quarter inch.

Please show a photo of the backing plate etc.

The shoes are original to the car. I did the riveting. Took pains to insure shoes went back to their original positions

Looks okay except you have the long lining (secondary) on the front. This should not be causing your problem, but the shorter lined, primary shoe, should be on the front.

Please post a picture of each lining showing the rivets.
Is the front pin of the wheel cylinder positioned properly?

Yes the metal edge of both shoes, on the drum side contacted the drum. This is happening on both the left and right sides
