Read the carburetor manual but the typical adjustment is exactly just closed at room temp. Not slammed closed with pressure. Adjust accordingly.

That's the way I've always done it too and once adjusted to be just closed at room temperature, flip it open and closed a couple times to be it always goes back to that position.

It should be fully open with the engine fully warmed up. The choke may need adjusted, or the heat tube may be clogged, or the heat riser valve may be stuck or otherwise inoperative. (Or any combination of the above) The choke valve and choke linkage must move freely for it to operate as it should.
