Colin, I suspect that vehicles intended for export in certain countries were modified so that an additional fuel filler neck was on the opposite side of the country's road network. This is related to the traffic regulations and infrastructure of the destination country, particularly the location of fuel pumps at gas stations. For example, countries like Japan and the UK, which drive on the left, prefer vehicles with the fuel filler neck on the opposite side compared to countries with right-hand traffic.
