Looks like it, without the red thing in the center. It is basically a hubcap with a hole in it so you can pull it off the wheel.

I guess I need the hold-down.

IIRC the 22nd/23rd series Custom line also had a plain, painted (satin black) hub cap to cover the "unsightliness" of the spare tire hold-down hardware.

The word 'PACKARD' is the red thingy in the center. It is hard to read unless you expand the image. The offset hole is to provide a place to grab the cover to remove it.
