Unclear to me if you're asking with regard to a Six or Eight, Super Eight, or Twelve. But typically the vacuum line just at the base of the carburetor is for the distributor vacuum advance and the line from the wiper motor goes to the vacuum booster which is part of the fuel pump.
When you identify the specific model, someone else will have better information, lots of 38s represented here.

On a 39 120, the vacumn line goes from the fuel pump up to a brass line top center of the firewall. Then inside, under the dash there is a short piece of rubber hose about 6-8" long connecting the brass line to the wiper motor. Mine was missing and didn't realize it until I reinstalled the dash yesterday.
