I'd almost think that extra pedal is an accelerator. A friend used to do handicapped conversions. I saw lots of cars he would do with left foot acc pedals added for amputees or others with diminished right leg functions. The original pedal was usually kept in place for the convenience of other drivers.
I also remember back in the day there was a kind of accelerator kit an owner could attach for long trips where he might want to switch off to rest his foot. Believe it was just a pedal with a rod that laid across the carpet and had some kind of clamp that attached to the regular acc pedal. Not sure how well it actually worked but selling point was it could be installed or removed easily.

Found out that the extra pedal is for the highbeam switch. does any one know if this a dealer or factory option?

Standard equipment on all US-made cars from at least the early twenties though in 1936 and back the switch was on the steering column on senior cars. New floor switches are still available from NAPA.
