IIRC, it's pretty self-explanatory as to which bolt goes where, the pump itself has holes at different heights.
I remember the copper washers are for the bolts that go into holes which are open to the water jacket. I thought I only remembered two, the other ones just had lockwashers. IIRC you can get those at a good hardware store, they are pretty generic. But partly I am responding to bump this to the top for someone else to weigh in.

Parts lists 4 bolts at one length for the 23rd series. Parts also list 2 washers which I believe are the copper since they give a dimension of 25/64th and 2 lockwashers.
Typically the bolts and locations that get copper washers will go to the holes that have a very smooth machined and maybe even slightly recessed surface for the washer to seal against. Ordinary lockwasher locations are typically located in the rougher but still somewhat smooth locations.

Harbor freight sells a copper washer kit. You can also get them on McMaster but it would be more expensive.

Thank you so much, everybody. So, here's what I was able to cobble together. The only thing is the 1-5/8" cap screw. Looks like it's available from a couple fastener places online. I bought 1-1/2" screws... would these work?

A general rule is for maximum strength in steel or iron you want as deep of thread engagement as the bolt diameter. A 3/8 bolt at 16 threads per inch would work out to about six threads engaged and able to hold the pump -- as long as none of the threads in the block are stripped.
If the 1 1/2 length will do that they should work. Less than five threads and I would start to be concerned there might not be enough mechanical grip to adequately secure the pump with all the belt and motion forces pulling against it, particularly if the threads in the cast iron are not in great shape.

Joe, for future reference remember that you can buy a bolt that's too long then cut it to length with a hacksaw, use a file to clean up the threads on the end. Even better, thread a thread die on backwards beforehand, you can use that as both a guide for the saw blade and to clean up the threads after. It will tear up the die a tad bit, but most people barely use their dies anyway.

Hey all - just wanted to thank everybody for their perspectives on this part of the project. Cooling system is all back together, no leaks, and it seems to be doing the cooling thing. Thank you!

When cutting bolts and screws I use a nut to clean up the damaged threads on the end. Before cutting screw the nut on beyond the place to be cut. After cutting unscrew the nut. Some dressing of the cut end with a file or grinding wheel is also recommended before backing off the nut.

The bolts that go into the water jacket will need sealer otherwise they WILL leak. I use the Indian Head shellac. I bought a car one time where this was not done and it caused a cascade of problems. Best John Harley
