Riddle 1: N A M E wanted!

Tell us the name of the wanted world-famous and Packardloving man to win a free beer at the 2011 Packardinfo.com River Fun Run or alternatively ........(Jim, your turn)

Rules

A) first come, first served

B) interposed questions welcome
First YES/NO-answer costs a dime, the second answer costs twice as much as before etc.
Take care, that's a quadratic function; e.g. the fifth answer already costs $1.60!

C) asking for (slightly changed) photographs welcome
First photograph costs a dime, the second photograph costs twice as much as before etc.

D) asking for another revealed pieces of the puzzle welcome
First piece costs a dime, the second piece costs twice as much as before etc.

E) asking for hints welcome
First hint costs a dime, the second hint costs twice as much as before etc.

F) misname the man welcome
The first time costs a dime, the second time costs twice as much as before etc.

G) disregard the right of way welcome
The buyer always has two turns. That means after getting an answer / photograph / puzzle piece / hint the buyer has 24 hours time to guess the name, to buy again or to relinquish.
The first violation of this right of way costs $5, the second violation costs twice as much as before etc.

Ok, to act as a stimulus I will show you a small part of the collection of the man we're looking for. He stringed together his cars in long lines, which was perhaps to keep track of the first of the rows of tens. The attached picture shows a Packard Twelfe on the right-hand side but he wasn't a Packard collector, not even a car collector in the proper meaning of the word. The cars more probably have been an accumulated surplus.

Who will be --> the first taker?

John, that was a close shave, but within the term.

First hint (one dime)

To fuel the flames and last but not least to reward your courage even the first hint will be hot. It is a tactical tip and related to the above shown puzzle.
The puzzle covers not less than the identification card of the wanted man. That means it conceals his clear readable name and his unchanged passport photograph. If one of you could hit THE piece of puzzle he would win by one turn. But as you know, could, would, should, ...
