No, 1939 was the first and last year of mixed availability.

I and perhaps others have changed out the column shift for the floor (cane) shift. But, as O_D wrote, Packard did not offer the mixed availability after 1939. I believe this option was only available on the Twelves and maybe the Super 8s.

All 17th series from the six to the 12 had the cane shift as an option....

This was a marketing and culture issue mostly. The "modern era" was upon them...
The floor shifter was looked upon as passe, something for trucks, and not friendly for women drivers, etc. Plus couldn't sit close in front. This thinking led into the automatics eventually. just as the "floor hump" went away with front wheel drive.

Exiting a vehicle via the driver's door was a traffic violation in many jurisdictions.
That is why those old cars have door locks on the passenger side only. Thus, column shifters were a welcome change.
