Unfortunately the corrosion and rust gas got the better of it and I wasn't able to restore it at all.
It looks like it didn't have the delivery section of the plate filled in anyway and from what others are saying in this thread, it seems fairly normal.

Yes I think you're right.
The vehicle number is fairly legible however the section where the delivery details would be looks like it may have never been completed. The car is factory RHD so it looks like it would have been sold by a Packard dealer direct here in Australia
