Miguel, NOS, NORS, or even good used generator controls will be nearly impossible or at best, VERY difficult to find, but there are some alternatives that can be adapted. Also these original units seem to last nearly forever so perhaps yours can be repaired. I suggest you contact:

Dear Miguel:
It sounds like your car has a generic voltage regulator on it rather than the original cut out. One model that is available is the Standard Motor Products VR-8 which is 1954 Chevrolet. It will need to be polarized for your system which is included in the instructions.

Thanks Owen and Tim for your advise, it's been very helpful, I left the car today at a shop where they have a very good electrician knowable in old cars. He Is going to try to repair the cut out. If he can't, I will buy the chevy 54 cut out.
Hi Ozstatman, I will register my car at Packard info today. By the way the 3 wire cut out that I have in my car now has a tag that reads: Chrysler Corporation Full Voltage Regulator VRR40003A. 5DO2566 Model 6 volts The Electrical utolite Co. Made in USA, Toledo Ohio Thanks, again Miguel

The VRR 4003A regulator is from a 1940 Dodge truck, so not original to your Packard.

The original unit on the Packard in question was simply a cutout and primitive voltage control. Amperage output was adjusted by moving the third brush on the generator and not by any regulator. Sounds like this generator may have been altered to work with a modern, 3-pole regulator. If that's the case, how you put it back in service is going to depend on whether you just want functionality, or if authenticity is important.

Now I'm confused,
Was the original cut out 2 or 3 wire? If I'm looking for practicality and not authenticity, which cut out I can buy that will be readily available? Thanks, Miguel
