The 1/2 moon shaped magnifying glass is a 'Guide' traffic light viewer. These were typically added to cars that had exterior sun visors. The basically act as a mirror to make the traffic lights easier to see when the exterior sun visor may be blocking your view.

Also look at the last few pages of the 1947 Service Counselors pdf, as it has several wire diagrams that may help you out.

Ahhh, makes sense on the Guide since this has a sun visor on it. I also found the wiring diagram in the Service Counselor, it looks like those lights are powered thru a circuit breaker. That gives me a great place to start if they don't automatically reset. Thanks for the info and the fantastic site!

Here is a complete wiring diagram for 47. All circuit breakers Packard used that I am aware of usually self reset after the problem has been corrected.
