I had similar problems with the same model Packard. Teflon tape can work but you need to be careful not to get any pieces of tape into the fuel system. I had success using Loctite thread sealant which should not be confused with thread locker. It seals threads without locking the thread.

If you use the Teflon tape make sure to get the one rated for gas, yellow I believe.

yellow Teflon is for propane (and maybe gasoline as well). But Dell is right there are different Teflon tapes!

Go to NAPA (or wherever) and purchase Permatex Number 1 hard setting gasket paste. It's the thing to use for thread sealing involving gasoline. Let it dry overnight.
Lord 304 epoxy also works great, but it's only sold by the quart. Also, carefully inspect the tank for a crack from over tightening. When you put the bowl in the crack might be expanding and causing leakage. Hope this helps.
