Sounds like the vacuum control to raise/lower the antenna.
Edit: If that's what it is, it should have three vacuum lines.

If it's ounted on ths steering column, probably the vacuum control for the wipers. If you have electric wipers, its not needed.

As others mentioned, if it is a push/pull knob and body has 3 vacuum ports for approx 1/4" hose it would be for a vacuum operated antenna. The cut off hoses would have gone thru a grommet in the firewall.
If it has a black or chrome push button with two ports for approx 1/8" or 3/16" hose it would be for a windshield washer. Here is a photo of the antenna valve and diagram of the vacuum arrangement.

thank you all very much. I think its the one with 3 lines just couldn't see the other one, this explains why it doesn't go to anything they put a cheapo antenna.

The vacuum antennas are hard to come by and expensive if you find a working one. If you do not have an antenna and no use for the valve, If it is complete am sure you can sell it. There was at least one person on the PAC forum who was looking for one. No idea if he still is.

I am not the best to ask about prices being about 20 years behind. Maybe you will get some estimates from others on the forum.
There are a couple of GM antenna valves on ebay now. Neither look to be in very good condition. Starting bid on one is $30 with no bids and buy it now on the other is $50. I would think that might give an indication of what others think the more common ones are worth. Yours being Packard and if it is in better condition, adjust accordingly.
