Unless you can find a parts car with some good metal your replacement options are limited. If they have prewar, the only aftermarket panels for Packards are some made by Classic 2 Current Fabrication.c2cfabrication.com Their panels are a starting point and for the most part, not exact factory appearing drop in pieces. They will require some work to make them fit. Several have used them on postwar cars with good results so it can be done.

Was just looking at the C2C site and they have more 110 panels than I thought although not listed by specific model if using their search. Just searching Packard brings them up though. Nice thing about a 110 is they are not terribly year specific and since the main difference is in front of the cowl and you will need to work the panels anyway many 120 -160 body panels should be the same

i know its an old post but i have a 37 115c and im trying to figure out if the 38 in any other model will work for the front pans.
the back seat area and trunk are good just the front is gone. i see this and i think it will work but not sure. c2cfabrication.com/search?q=Packard+Six%20Club%20Coupe+1938&makemodal=home

In looking at the image it is quite different, at least to my 37 120, and I believe the body is the same between the 115 and 120 from the cowl back.
It is an assembly of wood and metal. You will need a metal toe board that fastens to the cowl's inside rail/gusset features and a wooden floor board that sits on the rear edges of the toe board and inside the rails of the metal floor pan that goes under the driver's seat. I also added gussets to the wooden frame rail piece at the left and right of the floor boards too so that was extra sturdy below my feet. I have attached a few images to help illustrate: Bob J.
