I was thinking it was a "3" but the top the "3" is round, and compare the top of the 1st digit to the top of the 2nd digit and they look identical. That's how I got to "7".

Could it be 374811? The VN number is 1089 2897, and I do know that the 115C started with 10xx. I don't know enough about the codes to understand the model number or when it was built. I do know that 65,400 115C's we're built in 1937. But not sure how many of each body style were produced and where this one would be. Any information would be helpful and greatly appreciated.

Yes, see post #11 above, it's 374811 which corresponds to 1937 junior cars. 1089 defines your car as a 1937 Packard 115C convertible coupe, and 2897 further identifies it as the 1897th 1937 115C convertible coupe built. If Packard kept records of how many of each body style and model were built (and they probably did), those records have not survived. But based on an analysis of all the vehicle numbers of surviving 115C cars it has been estimated that as many as 2918 convertible coupes were built - could be a handful more but not less.
