For starters, is your Packard a 120, an Eight, or a Super Eight? And which Stromberg carb, they each used different units.

Last time I had that problem it was the coil. Try a spark tester and see if the spark goes away at higher RPMs. I would check compression too.

Usually an accelerator pump issue, which you seem to have. Get the carb number, and I can copy the stromberg section from the a period motors manual. I/Kev put the Packard section on here years ago.
Continuous stream usually means the float is stuck/sunk and it's overflowing. May need a new float, they were brass and corrode and fill up/no longer float. Is the tail pipe black/sooty inside, indicating XS fuel?
