On Clipper bodies and following years, it is at the base of the steering column just above the steering box on a bracket attached using the hardware holding the bottom support for the shift tube. 40-42 conventional bodies may be the same. If so, look for a rectangular box with a plunger that is pushed in by the bottom R-1 shift lever when reverse is selected.

Throttle switch? 1941 and other years with ElectroMatic Clutch may have had a throttle switch but I have no idea what that might be on 1940 unless you mean the overdrive kick down switch.
