Oaks locks are common on sidemount wheels for theft deterrent. You're lucky you have a set - not easy to find originals.

You are fortunate to have a good set made by Oakes, they are rocking horse manure. A gentleman named Henry Yeska I think made copies. I would be keen to know if some of those are still around.

I bought a set of repro's, I believe to have been made by Henry Yeska, at the Packard National Meet in Washington, D.C. a few years ago for my 31.

What Packard pit is describing does not sound like the correct Oakes lock. There are only two retracting "lugs" (ears) on the Oakes lock, and he describes four. A photo would be helpful. Should look like this.
