Are there any mobile mechanics in the Los Angeles area specializing in pre-war Packards? Or just specializing in pre-war brakes in general?

After a long break, I took my 1930 745 Dual Cowl Sport Phaeton out of the garage and got ready for a ride. When coasting down my downhill driveway, I could barely stop the car before I hit the street. Part of this may be due to some deconditioning in my knee and leg strength from surgeries, but I want to think my brakes need adjustment. They were adjusted about 13 years ago as part of a complete once-over by Custom Auto Service in Santa Ana, CA. I haven't put more than 1,000 miles on it since, but it feels like I should have better stopping capacity.
In reading the service manuals, and with reduced flexibility, I'm in over my head trying to adjust the brakes myself. Are there any mobile mechanics out there in the Glendale, CA/Los Angeles area?

Cable brakes?

Might be the vacuum assist..if it came with it.

I thought 37 is when Packard came out with hydraulic brakes
