I do not know if this is correct but we have a blue 1940 110 with original paint and the splash panels are black. The entire engine compartment is blue the engine green and the panels black. The engine compartment appears to have the original paint except for the engine which was rebuilt. Hopefully a person who is a show judge can clarify.

Black it is and semi-gloss. According to the PI Judging manual, a few items like the air cleaner are gloss black, but I'm going with semi-gloss for the splashers, something they don't list. The PPG DAR 9000 Black I'm using is super glossy, so I will cut it with some flattening agent. 4 parts paint, 1.5 parts flattening agent, 1 part hardener.

PI does list removable fender panels as gloss black (page 10 of the engine room section). I chose to paint mine a semi gloss.

Mine are original, and they're not glossy. I even disagree with the air cleaner being glossy.

West, my observations agree with yours though we have to recognize when viewing such details on unmolested and original cars that time and environment can take their toll on paint finishes.

So is the PI detail guide incorrect on the splash pans, removable fender panels and air cleaner being gloss black?

Maybe it's the way in which people are interpreting "gloss." In my opinion (FWTW), the finish on the air cleaner should not resemble the finish on exterior paint. If you can use your air cleaner as mirror, you just may have too much gloss showing!
