David - My 1958 Motors Auto Repair Manual shows the following for all the 1954 engines:
Main Bearings: Shaft Diameter 2.746-2.747" Bearing Clearance .005-.003" Rod Bearings: Shaft Diameter 2.249-2.250" Bearing Clearance .005-.003" Rod End Play: .003-.011" The spec table shows these same data for all engines back to 1952. I hope this helps. (o{}o)

JW, I didn't check the specs but are you not missing a "zero" in the minimum specs? I think the min should be 1/2 thousandths or 0.0005".

Packard main bearing specs same as JW's Motor Manual -- 2.7465. Clearance is as O_D mentions -- .0005-.0025

Yep, four places to the right instead of three. My typo mistake. Good catch.
