That plate is for a 1941 Henney-Packard commercial (professional/procar) vehicle, such as hearse, ambulance, service car or flower car. It is not appropriate for a passenger car. Incidentally, I have one just like it but, of course, with a different serial number.
To clarify, the 1901 is 1941 120 and the A is for the 1901A professional chassis. Although 120 which has the small junior 282 straight-8 engine, the coaches had 160 trim so are often mistaken as senior models.

to PackardInfo. I presume that ID plate is attached to a Packard? If so I invite you to include it in the Packard Vehicle Registry.
