I always thought it was two separate bulbs?
They list these in the 1956 owners manual for the bulbs:

It is two separate bulbs. If you just search those numbers on eBay or Amazon you will find them. It was no problem for me when I bought more last year.

napa list them in packs of two. Also led another option I have installed them in interior dome and foot well lights always seem brighter. Put less load on wiring and switch also less heat on plastic lenses
