Don't think it's horn. It appears to have a terminal on each end of the fuse plus the two on the side. If one side of the fuse has a terminal and also goes into the relay and other side is just a terminal, then schematically, it looks like it may be 53-54 Fact Air Conditioner on/off power relay. Are the two terminals on the side labeled perhaps as load and switch.

Horn circuits are typically not fused; I don't believe it's a horn relay. Do we know what year and model it's from?

30 amp would be consistent with the AC relay.

It's not physically similar to an original R-11 relay.

Do we kow that it came off a Packard?
