I had heard several years ago that the Packard museum may have had a 400 for sale. Called them & "nope, we don't sell cars"
I would have been keen on this one

Why do they call that "Tribute Car" a 1936 Packard? It bears no resemblance to a '36 or any other year Packard for that matter. Not even the grill. I see not the slightest connection with Packard.

Sherlock, I suspect the answer to your question is simply that the builder or seller thinks or hopes the word "Packard" will add value to an otherwise nondescript vehicle.
