Yes, by all means provide a high quality close-up image of the number and perhaps someone here can decipher it.
CE is an extremely common engine number suffix for the 22/23rd series denoting updated type pistons rings,camshaft, and larger capacity oil pan. I'm not aware of a GE suffix.

Washington does not typically use engine numbers for registration (since engines can be changed) so is there some reason to not use the vehicle's ID tag on the cowl?

Wirebrush the area, rub with a piece of white chalk. It will make all the characters visible.
Also make sure you looking at the stamped number on the uppers driver's side of the block. Not the raised casting numbers.

Don't bring the tag to the DMV without the car! Never let on that it is just screwed on and I am saying that as a licensed VIN verifier.

I am pleased to say that I got a new vin number stamped on my front left frame rail and a tag pu on the upper A pillar. The WSP Inspection tried to identify the strange numbers the CE stamped on my engine. Thanks to Owen-Dyneto for the information about the CE suffix. The WSP said that proves the engine is a 1948. This took almost 2 hrs. I. Was very pleased with their tenacity.

When I was a teenager in the ‘60s, Washington state wanted to do that to my 1940 110 which I fought and won as I did not want any non-original numbers stamped on it. The DMV works for us, not the other way around!
